ANNUAL MESSAGE FROM THE VICE-CHANCELLOR 2022

Assalamualaikum wbt and good day everyone, 

Without us realizing it, we are already at the end of February 2022. A month ago, during the Vice Chancellor's Message 2022, I shared with everyone the achievements and plans of the University for this year.

We have very high ambitions and expectations to achieve all the plans we have put in place in order for the University to serve the nation and impact the world. If you may recall, we have announced 2022 as Grant Year during my address, and we hope to achieve a target of RM 120 million in research grants. There are some notable targets, including an increase in our student numbers, publications, and many others.

Therefore, it is imperative for us to start working together much early on in the year to ensure proper planning is done to meet the University KPI and at the same time to discuss how the KPIs will be implemented at the individual level for 2022. For the University, this is really important as we need to be able to manage our performance as the management guru Peter Drucker famously said, "If you can't measure it, you can't manage it."

There will be four different levels or tiering of the KPI starting with the University-wide at Tier-1, Management Portfolio at Tier-2, Academic PTjs at Tier-3 and finally individual KPI at Tier-4.

The ten indicators that will be measured have been assigned under the following heading, with many initiatives assigned to support them.

Among the new items that we will be introducing this year is the High Impact Special Project under Category I and II as part of KPI-10 "Translational Project". We hope to develop and support 5 High Impact Special Projects and an additional 15 Special Projects Category II for 2022.

Obviously, in order for each of the KPIs to be implemented, managed and monitored, effective cascading to each of the management portfolios will be done with specific action plans, initiatives and tasks measured over the review period timeline.

It is expected that each portfolio, during their monthly meeting with their departments and units, will discuss, monitor and review the progress of each initiative and intervene where deemed necessary in order to ensure effective coordination.

The next tier will involve the academic PTjs. The office of the Associate Vice-Chancellor (Corporate Strategy) will be communicating further with regards to the finalized cascaded targets and numbers based on relevant past trends, strengths of individual PTjs and the overall University KPIs.

KPI measurements under the DVC (Academic) and DVC (Research & Innovation) contain items such as the number of new PhD students registered, the number of Remote Learning students, the Elite Fellows, appointed etc.

The final part of the framework will be the Tier-4 KPI at the individual level.

For this year, we hope to ensure that the KPI setting will enable each of us to plan and prepare accordingly. The management team and Project Management Office have worked hard over the past five (5) weeks to review and scrutinize each element contained in the individual KPIs.

For a start, KPIs for the academic staff have now been finalized. A Townhall session will be held tomorrow 1st March 2022 at 10am to communicate the details. An email with the excel calculator has been sent via UMInfo with the proposed template of items to be included under the individual KPI for this year, and I would strongly encourage all academic staff to review and assess the measurements as part of your KPI planning this year.

In the meantime, we are still finalizing the KPI for the remainder of our staff, both under the Clinical category and the Executive and Support staff.

That will be the message that I would like to share with the Campus community, and I admit that some of the items may be quite technical, but nevertheless, KPI remains relevant and essential for Universiti Malaya as of now.

As a closing remark, my special appreciation goes to all our staff for their continuous support, monumental contributions, and passion for ensuring Universiti Malaya's excellence. I sincerely hope that this tremendous display of support and cooperation will continue in the future, and we will keep working together as a team towards our goals and aspirations to serve the nation and impact the world.
